According to this graph, since 1993, the violent crime rates has been going down slowly and has not been increasing. This shows that the abolishment of capital punishment did not increase the violent crime rates in Hong Kong, with and without it does not really affect the crime rates.
According to Amnesty, "The Hong Kong government formally abolished the death penalty after the Legislative Council voted in favour of legislative measures to abolish it in 1991 and April 1993. The sentences of all those who had been condemned to death at the time were commuted to life imprisonment." There are many reasons of the abolishment of capital punishment, mostly because people believed it was immoral and human life is really valuable.
