If the country's political system is:
In a democracy country, capital punishment is not effective as the people will go against the action, saying that capital punishment go against human rights. Citizens have more control over the country. In these countries, citizens can express their opinions to the country, and governments would try and take in the ideas. This grants the citizens more freedom and human rights - although the government may have an unstable hold on the citizens.
In a communist country, capital punishment is effective as government have more control over the country. For example, in China, people can be arrested just for expressing their opinions. Also, since the government has more control over the people, the people in China are afraid of speaking. After the incident of 1964, where students were shot from protesting, there were not anymore protests going on in China. This system grants the government a stronger hold on China, resulting in a stable country.
In federal countries, capital punishment is also effective as King have control over the country, citizens will fear the King. However, capital punishment will not be effective if the king is weak. This is more unstable than communist countries.
